Subject: Loading of Freight in Passengers’ Cabin
In order to restore the best level of safety and reduce the risk that can be life threatening to passengers in the event of a possible rejection of take off followed by an emergency evacuation, it is hereby brought to the attention of all Commercial Operators at Beirut Rafic Hariri International Airport, to strictly adhere to the contents of their AOC operational specifications and related terms and conditions referenced in the LARs.
The current practice by some operators to conduct passenger commercial services, at the same time voluntarily loading freight in the cabin, having proposed procedures that may be of an acceptable level in terms of freight handling, however do not conform fully to the objective of the ICAO Annex 6 recommendations and the provisions of the LARs.
Therefore, and in accordance with the above, the carriage of freight in the passengers’ cabin is not permitted under any circumstances, as of this date, unless having obtained due approval in the AOC operational specifications from the appropriate issuing Authority.
